The Role

Manage the Councils building and maintenance projects, providing technical specialist advice in Mechanical Building Services Engineering, ensuring that all works are carried out in an efficient manner, setting performance specifications and standards and being responsible for ensuring works meet the required quality standards, including ensuring that the legislative duties under Health and Safety at Work Act 1974 are discharged effectively with particular reference to water hygiene and legionella.

Main Responsibilities

  • Advisor to the Corporate Landlord: Act as a key advisor to the Corporate Landlord on compliance of the Corporate Estate, in accordance with ISO 55000 International Standards for Asset Management.
  • Technical specialist: Provide technical specialist advice in Building Services Engineering (mechanical). Be the Councils technical specialist for mechanical engineering, overseeing compliance, servicing, and projects involving Heating, hot water generation, hot and cold water services (including managing quarterly water hygiene control tasks), air conditioning services, commercial kitchens
  • Oversee mechanical engineering services and construction project delivery and prepare reports, estimates, specifications, drawings and works schedules for quotations or tendering.
  • Oversee a programme of lift inspections and ensure that all in use lifts are thoroughly examined by competent person at specified intervals in accordance with legislation, COP’s or other relevant standards maintaining all records to the same. Ensure that all defects noted in such examinations are rectified in a timely and efficient manner.
  • Ensure that the Council comply with all relevant legislation necessary to ensure the safe operation of Lifts.
  • Direct a programme of inspections, risk assessments, effective lift maintenance and repair that ensures that lifts are available and safe for use.
  • Responsible for setting the design and quality specification for the Councils building construction and maintenance projects ensuring projects are delivered to the required specification, quality and budget.
  • Monitor performance of mechanical, design services, responsible for addressing contractor or consultant under performance and resolving issues. Checking work on site and signing off following snagging.
  • Check mechanical test certification and/or commissioning certification to ensure council properties comply with mechanical and British Standard regulations. Make site visits to council properties to survey or check installations.
  • Manage the completion and handover of council building contracts.
  • Resource and budget management: Provide a lead role in the programme planning, resource planning, budget planning, quality of service and value for money of the sections projects. Take a lead role in budget forecasting and monitoring.
  • Prepare, manage and monitor the project budgets. Be responsible for budget management of your allocated projects, reporting regularly on financial position and ensure projects are delivered in the most cost effective, efficient way. Provide high accountability for the effective use of considerable financial resources.
  • Accountability for ensuring compliance and quality of work: Specify and oversee the design and implementation of both minor and major works including new build, routine repairs, conversions, preventative maintenance, adaptations, refurbishment, improvements, alterations, demolition and redecoration. Take a lead role in setting performance specifications for this work. Be accountable for making project decisions and ensuring compliance with requirements.
  • Ensure all property and construction work carried out by the Council complies with relevant statutory legislation, codes of practice and professional guidance documents.
  • Ensure compliance with most recent CDM regulations, assuming the Principal Designer Role as required.
  • Undertake regular quality audits of work commissioned by your service area for all projects, addressing any areas where quality does not meet specified standards, having experience of witnessing/ testing of installation and of defect diagnosis/ building pathology.
  • Procurement and Contract Management: Take a lead role in the preparation of the Councils property and construction Frameworks and contracts to ensure compliance with European procurement legislation, contract conformity and management of performance criteria for a range of contracts, acting as the clients agent, overseeing procurement.
  • Project Management: Be accountable for ensuring that the Councils property and construction projects are managed in accordance with the Councils project and budget management procedure and in accordance with procurement procedure rules.
  • Responsible for ensuring whole life costing of building projects, taking into account component life failure, health and safety, sustainability, maintainability and flexibility if adaptation and future re-use.
  • Communication: Ensure effective communication and coordination between all disciplines, parties and teams involved on programmes / projects.
  • Strategy and Policy development: Contribute to a range of strategies and policy papers including the council’s maintenance strategy and be responsible for communicating, upholding and enforcing policies, specifically applying principles of ISO 55000.
  • Minimum building interventions: Escalate to your line manager immediately any requirement for immediate approval of minimum building interventions to make safe dangerous situations discovered while attending site visits.
  • Asset management responsibilities: Take a lead role in the introduction and development of processes and procedures, including IT based systems to improve the efficiency of asset management, specifically take a lead role in updating and maintaining the Councils Asset Management Database using the specified asset management software.
  • Capture and transfer accurate project and asset data, warranties etc. at the end of the project into the councils Corporate Asset Management System (CAM) System to allow other PD&M teams and customers to manage their buildings effectively.
  • Leadership: Lead and manage multi discipline professionals and technical support staff and have direct responsibility for the coordination, performance, training and development, recruitment and discipline of employees.
  • Ensure continuity of service: During the absence of the Service manager, ensure consistency and continuity of service provision. Represent the Service manager at meetings and discussions, as considered appropriate.
  • Undertake other duties as required, responding to Service priorities as they arise, as instructed by your line manager.
  • Understand and comply with the City Council’s environmental policies.
  • Comply with all Health & Safety policies and legislation in performance of the duties of the post.
  • Work with information technology and associated systems in accordance with the City Council’s policies & procedures.
  • Comply with standing orders, financial regulations and Departmental instructions.
  • Carry out duties and responsibilities of the post in compliance with the City Council’s Equality and Diversity policy.
  • Take part in the Councils Managing individual Performance Scheme.
  • Undertake mandatory E-learning courses and other training as requested by your line manager, Head of Service or Chief Officers.
